Bug Description
If a test cannot communicate with the server it should be skipped instead of failing in order to allow the packages to build correctly.

* If we have issues setting up the diff daemons for the integrations
tests we should skip the test and not fail because it is giving
false negatives in the jekins bots. (LP: #1305153)
