upstart log information is necessary for diagnostic purposes
[Impact]
Diagnostic of upstart issues are difficult without this fix
[Fix]
Add enhancements to upstart plugin from upstream.
[Test Case]
Run as root :
$ sosreport --batch -o upstart
[Regression]
None expected, only a few more file collected.
[Description of the problem]
Either this could be added to the upstart plugin (easiest) or we need to have each plugin collect their right log files from the directory. Pretty much every service could be logged here at some point.
