maas-common does not uninstall cleanly

Bug Description

Observed when removing and purging MAAS packages:

Removing maas-common (1.5+bzr2252-0ubuntu1) ...
Purging configuration files for maas-common (1.5+bzr2252-0ubuntu1) ...
Removing user `maas' ...
Warning: group `maas' has no more members.
userdel: user maas is currently used by process 3492
/usr/sbin/deluser: `/usr/sbin/userdel maas' returned error code 8. Exiting.
/usr/sbin/delgroup: `maas' still has `maas' as their primary group!
dpkg: warning: while removing maas-common, directory '/usr/share/maas' not empty so not removed
