Did you have another mysql server (or other process blocking that port) running on the system?
Was there any indicator that the mysql didn't shut down correctly before the upgrade?

The log seems to have these entries before the update issues, so maybe it was a broken mysql config before the upgrade already?

Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
