Connectivity API should expose information whether the WiFi is available

Bug Description

com::ubuntu::location::connectivity::Manager should expose two functions:

  * bool is_in_flight_mode(), returning true iff the device is in flight mode
  * State wifi_state(), returning State::on if wifi is on, and State::off if wifi is off, respectively.

Slightly adjusted the semantics of the API. The overall connectivity state is maintained, together with characteristics for the primary network connection.
