Package view without specifying release shows no translations

Bug Description

The view of a package without specifying a release, shows the "Translations" Tab grayed out when the package actually has translations.
This is confusing as it suggests the package doesn't have translations/

For example:
https://launchpad.net/ubuntu/+source/evolution (no translations)
https://launchpad.net/ubuntu/gutsy/+source/evolution (translations!)

I believe what should be seen when clicking on the "Translations" tab without specifying a release, is a summary of all templates available for the project.
