Privacy Policy open the browser to a blank page

Bug Description

STEPS:
1. Open settings app
2. Open Security and Privacy
3. Click on Diagnostics
4. Click on Privacy Policy
5. This opens the webbrowser and points it to legal but it doesn't seem to show anything

Testing further, the page doesn't render properly when navigating to it from the browser.

Worse, it can crash webbrowser-app:

I’m not seeing the crash, but I do see the incomplete rendering (the page is not entirely blank, but it’s definitely not rendered correctly, see attached screenshot, taken on my N7 with image #154).

FWIW, I’m seeing the issue only on my device, not in an amd64 utopic chroot even when setting the form factor to "mobile" (thus sending the mobile UA string).

I added an oxide task to the bug as I’m able to reproduce the rendering issue with the following simple QML scene on my nexus 7 (which rules out a webbrowser-app specific problem):

    import QtQuick 2.0
    import com.canonical.Oxide 1.0

    WebView {
        url: "http://www.ubuntu.com/legal/terms-and-policies/privacy-policy"
    }

Tested on mako on 162

From the command line on the phone the page rendered but in the wrong orientation (see pic)
On the desktop it rendered fine.
