Bug Description
The NM/Ofono-based implementation should "translate":
* edge cells to gsm
* hspa cells to umts

* Add a demultiplexing reporter implementation. Adjust daemon config
to instantiate a demultiplexing reporter instance, together with two
ichnaea reporters feeding to Mozilla's and Ubuntu's location service
instances.
* Make sure the per-user trust-store instances are restarted on
location service restarts.
* Clean up CachedRadioCell and CachedWirelessN
logging to syslog. (LP: #1356814)
