Bug Description

 setup of puppet : client -server
Process failing : Setting up the CA server on the server
Processes done before : Installed puppermaster on master-server
                                              renamed the puppetmaster as puppet

Error displayed
root@puppet:~# puppet master --verbose --no-daemonize
Notice: Starting Puppet master version 3.4.3
Error: Could not run: Could not create PID file: /var/run/puppet/master.pid

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).
