admin page not showing site information block when upgrades available

Bug Description

There is a bit of code that stops the site information block from showing if there are upgrades available - but there does not look to be any reason for blocking site information from showing when this is the case.

So I'll remove the check.

Altering an upgrade check from showing stats (Bug #1366664)

Now checks to make sure we are installed so that the tables that stats
checks will exist.
