There is no way to create a FAQ without a question

Bug Description

Let's say I identify in my mailing list a FAQ that many users are requesting. There is no way for me to go and enter that FAQ into Launchpad, which pretty much makes the FAQ a fringe benefit unless we're all heavy users of Answers. That seems paradoxical to me, in particular because FAQs could actually make the Answers application more appealing to projects.

Note also that for the Launchpad use case, the fact that I can't create a FAQ without answering the question linked to it means that I can't use the create-a-faq workflow to answer thinks like https://answers.edge.launchpad.net/launchpad/+question/13144

Setting to High because it limits the usefulness of the feature for many projects which don't have active Answers activity.

Releases Team would also like to further build out the FAQs so this is somewhat of a blocker for us to do as time permits, rather than per question. This doesn't mean we need it tomorrow (or yesterday) but sometime soonish would be nice. How to actually schedule this amongst the other priorities is not something easily done until May.

There's really not much to see. Project owners and answer contacts will
see a link to create a new FAQs below the project's list of FAQs. The new
FAQ for asks for a title, keywords, and text content. I attached a
composite screenshot of two of the pages.

One important thing to fix: I can guess what you mean by a "white-space list", but I shouldn't have to. :-)

Design exercises for if you have time:
1. Does the "Title" field need a caption?
2. Does the "Keywords" field need a caption? If so, how could you make it unnecessary? (Hint: Postel's Law.)
3. What does "Content" mean? Could you be more precise?
4. How much can you shorten the last caption without making it less informative? (Aim for at least 50%.)

I revised the field descriptions. I kept the caption because I think
they add value to the form. I have created a new widget that
normalises the space and strips punctuation from the keyword
terms. Attached is a screenshot of the page. This change is also
visible on the create-a-new-faq-for-an-existing-question form.

It would be nice if Zope provided a normalise hook for the field
for us to clean data before it is validated. The widget I created
may not be useful anywhere else in Launchpad.

That looks pretty good.

One thing worth checking: users might want to add a whole series of
FAQs to get started with Launchpad. So the page you go to on
submitting this form should, somewhere, have an "add a faq" link.
