split wayland session into its own package

Bug Description

Ubuntu GNOME would like to make available an experimental wayland session, since that is mostly working now. However we don't want to ship it by default like is currently done in Debian, I don't think its quite that ready.

This patch creates a new gnome-session-wayland package, which is incidentally is similar to the way its packaged in Fedora
