Bug Description

When running the wizard, previously the first check box for selecting whether to enable the location service was on. Now it is off by default which is unexpected.

It looks like the location service isn't running:

phablet@ubuntu-phablet:~$ sudo ubuntu-location-serviced-cli --bus system --property is_online --get
[sudo] password for phablet:

@Charles - is this during the wizard? It seems to be running after the system is fully booted
