I've tested upgrades between released versions of this package at this time
1.0.0-0ubuntu1 (Juno) -> 1.4.0-0ubuntu1 (Kilo) -> 1.9.0-1 (Liberty)
which encompasses the switch from oslo.serialization to oslo-serialization and back again and I'm unable to reproduce this particular issue.
I'm assuming that this was some sort of milestone within the 15.04 development release which had an incorrect Breaks/Replaces.
