Ubuntu Core updated but not switch to new version after reboot on Raspberry Pi 2

Bug Description

1, download snappy ubuntu core image alpha-02 from http://www.raspberrypi.org/downloads/ and run it on Raspberry Pi 2.
2, change date to current
3, use 'sudo snappy update ubuntu-core' to '3' and see its status is R via 'snappy versions'.
4, reboot

expected result:
Ubuntu Core 3 boots up.

Actual result:
'snappy versions' show Ubuntu Core 3 is still R rather than active.

Now with the release of ubuntu-core Version 4, the problem remains the same:

sudo snappy versions -a

Run 'snappy update' and reboot to use the new ubuntu-core.

Ubuntu Core does update other packages like webdm successfully, but not the ubuntu-core.

this is fixed with the new uboot setup (which in fact was in the 15.04.2 release :) after all)
