pear archive extraction is broken w php 5.5.9 later release of Archive_Tar should be provided.

Bug Description

The pear installer requires a later version of Archive_Tar than 1.3.11 to function properly when running via php 5.5.9.
Additional information is available at http://pear.php.net/bugs/bug.php?id=20246 but essentially the problem is fixed in version 1.3.12 and later releases.

Performing a system update, as I did this morning, reverts the installed version of Archive_Tar back to 1.3.11 and while I can work around this by doing $ sudo pear upgrade -Z Archive_Tar there shouldn't be any need to do so.

As a PEAR Group/Committee member I'd appreciate this issue being addressed.
