ceph-create-keys does not execute under systemd

Bug Description

Under upstart, the ceph-create-keys job automatically created admin and bootstrap keys after a monitor started up; this is missing for systemd, preventing automated deployment of ceph on vivid.

  * d/p/vivid-does-systemd.patch: Ensure that disks prepared on vivid
    or later use systemd for init (LP: #1435464).
  * d/lib-systemd/system/*.service: Align nofile limits and restart config
    with equivalent upstart configurations.
