Incorrect keybinding/key processing (also unable to enter unicode characters) in mysql-client-5.6 (with EditLine wrapper)

Bug Description

After upgrading Ubuntu to 15.04 beta, I have noticed weird behavior of mysql-client-5.6:

While attempting to go to the start or end of line (using Home and End keys on my laptop), the desired behavior does not work as expected. Instead of going to start and/or end of line, a "~" character is produced.

While attempting to enter Unicode characters (e.g. ěščřžýáíé), these characters do not appear (the input does exactly nothing) - not even an invalid character is entered).

Everything works fine on bash shell input, in mc, etc. It also worked fine till the upgrade of mysql-client package.
The EditLine wrapper is a suspect here. The issue looks very similar to this one: https://bugs.launchpad.net/percona-server/+bug/631667

Additional info:
putty is used for text input. Please find the keyboard and/or character set configuration (as a screenshot).
Utf-8 is used as an input encoding on Ubuntu side.

Hello and thank you for filing this bug report. Unfortunately, 15.04 has gone EOL and src:mysql-5.6 has been replaced src:mysql-5.7 in 16.04. Are you able to reproduce this with a current release and packages.
