nss-ldap tries to access ldap server before the network is up

Bug Description

I'm getting the following kind of errors during the boot process on Ubuntu 15.04:

May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: could not connect to any LDAP server as (null) - Can't contact LDAP server
May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: failed to bind to LDAP server ldap://ldap: Can't contact LDAP server
May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: reconnecting to LDAP server...
May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: could not connect to any LDAP server as (null) - Can't contact LDAP server
May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: failed to bind to LDAP server ldap://ldap: Can't contact LDAP server
May 11 12:19:25 vagrant-ubuntu-vivid-64 sh[482]: nss_ldap: reconnecting to LDAP server (sleeping 1 seconds)...

This happens before the network is up, when the ldap server is obviously unreachable. Once the network is up ldap authentication works properly.

The problem is that the boot process shouldn't need to retrieve any user or group from the ldap server.
The same configuration was working fine in Ubuntu 14.10
