Bug Description
The libsys-virt-perl package currently in Wily proposed [1] fails to build from source [2]. It fails because it depends on libvirt-daemon, and this package is not available in Ubuntu.
The libvirt source package is packaged directly in Ubuntu [3], but the version available in Debian offers more binary packages [4], among others libvirt-daemon. So when libsys-virt-perl is built in Debian it works fine, but when it gets synced to Ubuntu it fails, because the same packages are not available.

For now this would be fixed by changing the dependency of libsys-virt-perl.
