Apache 2.4.7 does not set environment vars. Checked with "Apache2 -V" just after installation.

Bug Description

I've been trying to discover why apache 2.4.7 does not "source" its envvars, by default, in ubuntu 14.04!?
Running "apache2 -V", we can confirm this issue getting several error messages.
However, running "source /etc/apache2/envvars" everything is set!?
Is it really a bug or something else?

Use 'apachectl -V' instead of calling apache2 directly.
