Maximized windows don't fill the whole screen

Bug Description

When using an external monitor (resolution 1280x1024) connected to my laptop, maximized windows don't fill the whole screen, only the part of the screen that matches the resolution of the internal monitor (1280x800). I have a similar problem when using the zoom function of the visual effects, only the top 800 lines of the screen are zoomed.

I can solve this by running every time I log in:
xrandr --output LVDS --below VGA
xrandr --output LVDS --off

I have an Intel 945 video card.

Playing a little with the visual effects settings, I've founde that this only happens when visual effects are enabled. With visual effects enabled, unchecking "General Options -> Display Settings -> Detect Outputs" in "Advanced Desktop Effects Settings" solves the problem.

I believe this is related - I'm running a Dell D640 laptop with Radeon Mobility video, which does not support the new appearance features. If that's true, then my newbie understanding of the video system tells me that it might be defaulting to metacity?? I'm not sure. But, at any rate, the screen geometry issue persists here. I have full use of the entire 1440x900 area of my emachines widescreen monitor, however the panels, the "fullscreen" screensaver, etc. all confine themselves to the upper left quadrant of the screen as shown.

Here is another picture showing that the screensaver preview believes it is in full screen mode.
