Bug Description

As was discussed in http://georgialibraries.markmail.org/thread/3jdm46bkzcnajjva , there are some areas of the web client that would benefit from using a fixed position. The main navigation menu is one of these areas. Staff are often in a position where they may have scrolled down a page and need to quickly use the navigation menu to jump to another area.

A working branch with a fixed navigation menu is forthcoming.
