[Gutsy] Compiz breaks the ability to scroll the currently focused window

Bug Description

1. Open your favorite text editor
2. Load a file that is long enough to need scrolling
3. Move your mouse over the desktop
4. Use the mouse wheel to scroll the text

This changes the current workspace instead of scrolling the text. Since I'm not using the focus-on-hover option, I expect the current application to keep the focus (that's okay) but I also expect it to receive keystrokes and mouse wheel events even when the mouse is not over the window. The desktop should not steal mouse wheel events while a window is focused.

I guess that this is no bug since it works fine if the mouse is over the window and even if the mouse is over an non activated window. It only happens if mouse is over desktop which might be a feature.

Then that's a feature that should only be enabled with the focus-follows-mouse option. If I don't click on the desktop, my window still has the focus and the desktop should not steal its events.
