Bug Description

This test started faiing overnight, ie http://logs.openstack.org/48/204748/7/check/gate-functional-dsvm-akanda/bc7cb95/logs/screen-q-svc.txt.gz

2015-07-31 09:14:29.848 8422 ERROR neutron ExtensionsNotFound: Extensions not found: ['dhrouterstatus']

I imagine this is due to the extension being unable to be imported but still debugging.

Looks like there were some changes to extension framework, specifically around quota stuff, introduced at https://review.openstack.org/#/c/18888

    Update extension registration for liberty, bump to 2015.2

    Neutron changed the way in which extensions register quota resources,
    in change https://review.openstack.org/#/c/18888. This adjusts the
    akanda-neutron plugin accordingly.

    Also, bump setup.cfg version to 2015.2.
