Bug Description

The split build-deps, (B-D/B-D-Arch/B-D-Indep) is failing to retrieve deps packages for all arch's except amd64, ck. the build logs

This is probably the fault of this problem:
https://bugs.launchpad.net/launchpad/+bug/1489044

The quick fix for this is to move all dependencies from "Build-Depends-Arch" and "Build-Depends-Indep" to "Build-Depends" in "debian/control" file.

That Launchpad bug is specific to the webapp; we need to look into what's going on with launchpad-buildd separately, so I'm adding a task to this bug for that. Please don't work around the problem in mplayer.

It's notable that s390x succeeded once the build-dependencies were finally satisfied. That suggests that this is in fact a problem with the sbuild or dpkg backports to earlier series.

This appears to have been fixed in passing in sbuild commit fec82ed70d7efdfe17f676c60e1114bd8bb4a888, which was part of sbuild 0.66.0. Earlier releases, including the version backported to precise/trusty/vivid and the version present in the distribution in wily, lack this.
