always downloads even if packages are on cdrom

Bug Description
Binary package hint: update-manager
I had the alternate cd for gutsy already, but decided to use "update-manager -d" to upgrade from Feisty to Gutsy, since it's the recommended way. I had added the cdrom with apt-cdrom -m add. apt-get policy confirmed packages were detected and available from cdrom. update-manager said it needed to download only 300 MB, so I it also seemed to acknowledge the cdrom packages at that point. However the download took much longer than expected, and using strace I could see that it was downloading packages that were already on the cdrom:

There are some bzip errors at the top of apt.log. Nothing is written to any log during the downloads.
