always downloads even if packages are on cdrom

Binary package hint: update-manager

I had the alternate cd for gutsy already, but decided to use "update-manager -d" to upgrade from Feisty to Gutsy, since it's the recommended way. I had added the cdrom with apt-cdrom -m add. apt-get policy confirmed packages were detected and available from cdrom. update-manager said it needed to download only 300 MB, so I it also seemed to acknowledge the cdrom packages at that point. However the download took much longer than expected, and using strace I could see that it was downloading packages that were already on the cdrom:

There are some bzip errors at the top of apt.log. Nothing is written to any log during the downloads.

Many people experience this on the forums and are frustrated by it as well. Along similar lines although perhaps should be filed as another bug, people are wondering how to upgrade without connecting over the network at all.

Even though people hit "do not connect" on the dialog asking if the newest updates should be downloaded, the upgrade tool still surprises them by connecting and fetching updates from the repositories...
This bug would need to be fixed first before the issue of upgrading without network could even be considered though.

This appears to have been fixed in Ubuntu 8.04. I upgraded using the dist-upgrader in Update Manager, and it did not download the files I already had on the Alternate CD. I was a little disappointed that the Alternate CD image I downloaded from the 8.04.1 "daily" directory did not include hardy-updates though, I ended up having do download quite a bit from there.
