symfony: update and bootstrap for PHP7.0 support

Bug Description

With only PHP7.0 planned on being in the archive, need to update the build dependencies of the src:symfony package, as well as drop support for the debug extension (cf. https://github.com/symfony/symfony/issues/17515#issuecomment-174425132).

Additionally, in order to remove PHP5 from the archive, a set of build-dependency
loops need to be bootstrapped, in particular to not depend on phpunit.

Hi Martin,

As you noted, this didn't pass the automated tests. I'm providing a new debdiff that will. If you would prefer one relative to ubuntu1, I can do that instead.

I am uncomfortable with the patch added here which disables failing tests. Launchpad doesn't show any failures in these tests, and you haven't given a rationale why it's correct to disable those tests. Also, keeping those tests enabled doesn't result in any build failure here. So I will upload with the other two patches applied, and omit this one.

Thanks Steve, not sure why I saw failures here. I believe the attached debdiff will fix the autopkgtest failures.
