Bug Description
All our systems default to a UTF-8 locale.
recent grep exposes more unicode stricness (bug /1547466) and thus we really need UTF-8 locale by default during builds (we see a lot of FTBFS).
A lot of packages started to build-depend on langpacks, and/or otherwise resorting to expose unicode locale by default.
this is a long standing request, and this should be done for xenial and up.
Please see this as an explicit request.
