'Window' does not show non-latin characters

Bug Description

OS : Ubuntu (64bit) 15.10 ~ 16.04
Shutter : 0.92(Ubuntu 15.10), 0.93.1(Shutter PPA version, on Ubuntu 16.04)

If I click Window Icon on the tool bar, and if there are windows whose title is not Latin letters(actually Korean), Shutter does not show the title properly.
You can see what I mean by looking at the screen shot.

I used the Shutter 0.93.1 on Ubuntu 14.04, and there were no problems.
I have never used 14.10 and 15.04. Since 15.10, it appeared.

I would confirm this bug. Looks like it exists in all shutter versions.

Moreover, the window selection list in the right-button list of tray icon is also being affected.

It is almost for sure that a wrong latin1 -- utf-8 conversion has caused this problem.

That fix uses deprecated function. We should seek a better solution.

I digged into the problem and here is another (pretty minimal) solution. Tested on Debian unstable.

@Boyuan Yang: I observed that the plugin names are still messed up after applying the patch (see attached screenshot). Can it also be fixed?

Applied patch to rev.1285. Plugin names are still wrongly encoded but I will probably rather open a new bug for this issue.

I've installed Shutter 0.94 (through Panda Jim's PPA : ppa:ubuntuhandbook1/apps), but this is not fixed at all.
I would like to know if Photon opened a new issue.

I'm sorry, I was not clear.
And now I've just noticed that there are 2 bugs related on this issue.

First one is like the screen shot I attached on the #1 thread. This one is fixed. Even on the Shutter 0.93.1-1.3(rev. 1278), it works fine. (I'm actually on Kubuntu 17.04. When I reported this, I was using Ubuntu 16.04.)
Second one is still not fixed(on 0.94), and I did not mention it in the above thread.
If I click the 'Window' icon on the Tool bar, then I select a window of which title includes Korean letters, the message is broken.
I attached a screen shot.

I don't know about Plugin Names. It looks normal to me. (Preferences - Plugins)
