[2.0a4] Permission error for boot-resources/cache

Bug Description

After updateing to 2.0a4 I see a lot of this in maas.log:

Mar 30 12:16:37 maas maas.import-images: [INFO] Started importing boot images.
Mar 30 12:16:37 maas maas.boot_image_download_service: [ERROR] Failed to download images: [Errno 13] Permission denied: '/var/lib/maas/boot-resources/cache'

I noticed that on this rack controller, /var/lib/maas/boot-resources was owned by root.root. Chowning that directory to maas.maas seemed to unblock the situation. So we need to make sure that the packaging scripts set the directory ownership appropriately.

Now I see this in maas.log which seems much healthier:
