Pending PPA uploads shouldn't have files listed as published

Bug Description

Superseded and Removed PPA sourcepackagereleases correctly state that they have no files published when expanded. However, Pending publishings link to non-existent files. Those links won't be valid until the next publisher, so probably shouldn't be listed.

you are right, even if the time-window is short (always less than 20 minutes) we should not expose those 404 links.
IMO, it would be better to present links to the files in librarian instead of in the archive.

People who don't know about how the publishing bits of Soyuz operate (and because it's PPA they often won't have any experience) are going to be thoroughly confused when their PPA links are 404ing.
Published files are linked to in librarian on other pages, and it's good to keep things consistent.
