I'm trying to understand what the status is behind the Bugzilla link you mentioned in #2. As far as I understand it means a fix has been proposed already back in 2014 but it never went into the package upstream?

So there were other lp reports, don't know how missed...
The issue was fixed upstream but neither Debian or Ubuntu have bothered
to update their source..

Users can fix themselves by simply editing the .ui file as root in a
text editor but this really should be taken care of

The attachment "Fix-rotate-dialog.patch" seems to be a patch. If it isn't, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are a member of the ~ubuntu-reviewers, unsubscribe the team.

Attached is a debdiff for nautilus-image-converter (Xenial) that removes the has_separator property to show the rotate dialogue.

Accepted nautilus-image-converter into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/nautilus-image-converter/0.3.1~git20110416-1ubuntu1.16.04.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
