It's possible to swipe the SIM PIN dialog away

Filed a related bug #1583966, too.

Hang on, this is as intended. You are not required to unlock the SIM to use your phone.

Since the cancel X is still provided, this is just to remove swiping to dismiss, so fine. ignore my comment

note, that when you do swipe away then you can no longer open the SIM Pin screen from the indicator. Nothing happens when you try.
