Seems like
/etc/mysql/my.cnf.fallback
was missing. Set a symlink to
/etc/mysql/mysql.cnf
but now update stands here since a long time:
"Checking if update is needed.
This installation of MySQL is already upgraded to 5.7.12, use --force if you still need to run mysql_upgrade"

Will leave the shell open for some hours to see, if it finishes in finite time...

Removing /var/lib/mysql/mysql_upgrade_info did the trick for me.

killall mysqld
while installation hangs

This trick (the killall) is really helpful. I suffer from this bug since Ubuntu 16:04. After dist-upgrade to Ubuntu 18:04, this bug still exists. I always check the list of updates to see if MySQL is in the list. Because I know, the update is going to hang, and I need this trick again.
