Hello and thank you for filing this bug! Did you do any local configuration modifications to PHP? The current logs don't give us much insight into exactly what failed.

Unfortunately, without more information to go off of, I am unable to reproduce this issue. Additionally, the SRU of this package has no changes to the maintscripts, so it seems odd that debconf is returning a non-zero status.

Hello,
Unfortunately , as a novice user of Ubuntu Linux and I do not have to
provide you with more information . What I can tell you is that the
error occurred during installation.
What I did was completely uninstall the PHP7 and all the packages that
were not able to complete the installation correctly via Synaptics and
reeinstalar .
The error I remember appear on the screen reported to something like "
dpgk " unable to complete the package configuration "php -common " .
I believe this also not going to help you much .

Having seen anothe rof these bug nad marking it as Dup there is a new chance to get more info what might have happened.

I have tracked down two reasons issues like that happened for other cases, so in addition to the questions of comment #2 i'd want you to:
1. check for UCF related issues
   1.1 run 'debconf-show ucf' and report it here (resolve any issues listed if you can)
   1.2 apt install --reinstall ucf and then retry the upgrade above again
2. run "dpkg --verify" if anything isn't as it is supposed to be
3. some report dpkg DB being gone as related, has one of you touched/removed /var/lib/dpkg/info manually?
