Bug Description

Steps to reproduce:
1. Add another keyboard layout, e.g. Russian. Set key combination to switch languages to Capslock
2. Change keyboard layout to Russian.
3. Lock the screen with Ctrl-Alt-l
4. Try to unlock the screen

No matter what it's impossible now to unlock the screen. Changing keyboard layout with key combination or using mouse doesn't help. System always reports invalid password.
It works absolutely fine if keyboard layout before locking the screen was English.

I was able to reproduce it on clean 16.10 install in VM.

A possible solution (confirmed working in 17.04 at least):

1. On 17.04 and earlier: System Settings > Language Support
2. On 17.10 and later: Settings > Region & Language > Manage Installed Languages
3. Configure your preferred language
4. Click "Apply System-Wide (Use the same language choices for startup and the login screen".

Here is what I did to solve a similar problem (german layout): I reset the whole gnome config (dconf reset -f /org/gnome/), changed the layout to "de" and then back to "ch-de". Now it works as expected.
