Bug Description

this is on the Feb 27 daily iso of zesty, base install exploration of u8
how to repro:
1) open a window
2) grab the title bar area and quickly drag upward
result: sometimes the window follows the grabby-hand cursor and sometimes it doesn't

note: seems to "recover" if you re-enter the title bar area with the grabby hand active
also, seems interesting that even when the window doesn't follow, the shell will still draw a full screen highlight when "pushing" upward
