Bug Description
When testing and merging bug 1308090, I forgot to check for / add instructions at the bottom for a reingest. As a result, the reingest instructions didn't make it into the release upgrade script.
A working branch is coming with some echo lines adding the information on the reingest.

The browse-only reingest was already covered by bug 1662541, but we'll also need to reingest facet entries for this change. I hope I did this right.
