Bug Description

Description:
  Pass feature bits CPUID:eax=7:ecx=0->edx[2:3] of new avx512_4vnniw,
  avx512_4fmaps instruction sets to guests. The features enables new
  instructions which are described in Intel's Instruction Set Extensions
  Programming Reference v26.

  Business case (Partner benefit):
  Intel: New features bits visible in guest on KNM. Needed for KNM kernel
  enabling for future SLES12SP3 customers.

I spoke to the Xen mantainer and it is too late for this feature to make it into 17.04, we will have to delay until 17.10.
