Happened to me with a "full disk" install from lubuntu-alternate of 20170408 in a VBox VM.

ps -aux | grep nm-applet shows only one entry. Not sure where the duplicate is coming from.

A second install, same ISO, same VM but with "Guided - use free space", shows only a single nm-applet icon.

Not sure why. Maybe the double-icon effect is intermittent.

Alternate install "Guided - resize and use freed space" does not add double icons on my installation. Four times were restarted, just to be sure.

summary: - After alternate install two network applets show up
+ After Lubuntu alternate install or Ubuntu MATE OEM install two network
+ applets show up
