Bug Description

postgresql-9.6 version 9.6.2-1 failed to build from source on all arches during a zesty test rebuild. The build log can be found here:

It appears to be a failure with a test, " timestamptz ... FAILED".

I've seen that before and was confirmed by the Debian changelog:
  1 postgresql-9.6 (9.6.2-2) unstable; urgency=medium

As I can't upload/sync postgres yet (scheduled for next DMB) I'm reassigning to Nish for now.
