[SRU] mitaka point releases for keystone and horizon

Accepted keystone into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/keystone/2:9.3.0-0ubuntu1 in a few hours, and then in the -proposed repository.

I have tested and verified that the horizon 9.1.2 package fixes the issue highlighted by bug 1666827
