tzdata doesn't remove /etc/timezone on purge

Bug Description

Since version 2017a-1, tzdata will clean up /etc/localtime on purge. But it leaves behind /etc/timezone, despite the fact that in some cases it creates this file. I think tzdata should own removing it on purge also.
