Uploading file with Internet Explorer uses full path name

Bug Description

When uploading a file with Internet Explorer, the *full path* is sent to the server. Launchpad does not handle this gracefully, using the full path as the filename, which results not only in display oddness but also on a really weird URL for the file to be downloaded.

(The equivalent in bug attachments is bug 134816.)

i am using IE 8 and this is fixed for me; i just "accidentally" uploaded some files with IE 8 on <https://bugs.launchpad.net/bugs/230973> and the path was correctly stripped.
