The description is confusing that is true.
A better description would be:
Delete users where their last login date is earlier this specified date. This setting can be actual date, eg '2018-01-11' (for 11th Jan 2018) or a relative time period, eg '-3 months' (for 3 months before current date, again 11th Jan 2018)
I'll make a patch for this
