Kweather reports network unavailable on Feisty Kubuntu

Bug Description

Binary package hint: kweather

After installing Feisty Kubuntu in a dual-boot configuration with Windows XP Pro, and using later a dial-up line on a pcmcia modem card, I installed Kweather. It seems to be there and I can set the location with no problem, but whenever I try to check the weather it gives me a message that the network reports that it is unavailable. I really don't know what this means. I wonder if the applet only works with a LAN connection.

I tried uninstalling completely and reinstalling--even trying to force a second download--but nothing works.

"This can be fixed manually by editing ~/.kde/share/config/weather_panelappletrc and changing (while the applet isn't running):
  report_location=0000
  to:
  report_location=XXXX
  XXXX is the city code. You can find out your city code by going here: http://www.ncdc.noaa.gov/oa/climate/rcsg/cdrom/ismcs/alphaname.html
