Please upgrade ffmpeg to version 4.0 in the Ubuntu 16.04 and Ubuntu 18.04 repositories (LTS):

Sorry, but Ubuntu's Stable Release Update policy usually does not allow major versions of software to be upgraded. I expect Ubuntu 18.10 will likely get ffmpeg 4.0.

If a particular app you use is available as a snap or Flatpak, it's possible for it to use a newer ffmpeg version.

This is currently in debian experimental and will be merged/syncd once the transition starts.
