18.04->18.10: update-manager don't show upgrade page

Bug Description

[Impact]
do-release-upgrade checks to see if you have all available updates installed before allowing you to upgrade to the next release, however it doesn't take into account phased-updates subsequently it forces you to install updates which are under phasing (or have stopped phasing) before upgrading. This is not ideal as updates have stopped phasing for a reason and may end up negatively affecting your system before the release upgrade.

[Test Case]
0) Ensure that there are updates with a Phased-Update-Percentage of 0 use http://people.canonical.com/~ubuntu-archive/phased-updates.html as a guide.
1) Install all available updates for your release using update-manager (which respects phasing)
2) Run 'do-release-upgrade', '/usr/lib/ubuntu-release-upgrader/check-new-release-gtk', and 'update-manager -d'
3) Observe a message re "Please install all available updates"

with the version of ubuntu-release-upgrader from -proposed following the actions in step 2 should allow to upgrade to the next release of Ubuntu. N.B. If it doesn't make sure you disabled -proposed after installing ubuntu-release-upgrader-gtk!

[Regression Potential]The patch is pretty straight forward and it'd be hard for it to cause a regression. One should confirm that there are phased updates available by running 'sudo apt-get dist-upgrade' and observing that there are packages available to install which update-manager won't.

Hello,

I want to upgrade to 18.10.
So I start update-manager GUI then update some packets.
At End it ask me if I want to upgrade. I answer Yes.
But update-manager close. Nothing happens.

I run it under terminal and get this message:
Please install all available updates for your release before upgrading.

Why GUI don't show this before close?

I also have the same symptom.

Except I didn't run from a terminal, I just looked in /var/log/syslog:

Here's an attachment illustrating the issue. This can happen if there are updates which are phasing but which are not installed on the system.

To clarify my last comment nautilus and unattended-upgrades both having a phasing percentage of 0 so won't appear in update-manager but are upgradable via apt so do-release-upgrade complains about not all updates being installed.

yes, i am facing exactly the same issue. I tried both through GUI button and the Terminal.. i have exactly the same issue.

Also, it would be nice that the GUI gives some feedback when it fails instead of just leaving you there staring at the computer

I was affected by the bug, found this bug report, followed the instructions to activate -proposed and used "sudo apt-get install ubuntu-release-upgrader-gtk/bionic-proposed" to update the python3-distupgrade, ubuntu-release-upgrader-core and ubuntu-release-upgrader-gtk packages, deactivated -proposed, tried updating, and the whole update process worked fine, but I got some Apport window that opened and complained about some bug just after clicking on the Update button, the one that previously didn't work. I'll include the error message that I got in the terminal.

On an Ubuntu 18.10 system I installed all available updates with update-manager and then ran 'do-release-upgrade -d' and was told I needed to install even more updates (gnome-software) before I could upgrade. I installed ubuntu-release-upgrader-gtk from -proposed and tried the process again w/o -proposed enabled. This time I was able to upgrade to the Disco Dingo!

I also tested the upgrade process from Ubuntu 18.04 to Ubuntu 18.10 and after installing the ubuntu-release-upgrader I was able to upgrade.

Hotfix which worked for me... move the /etc/apt/sources.list.d folder to another folder (like /home/user) and then try.
