UCA Stein repo used on Bionic

When installing the nova-compute-qemu package the proper qemu is not installed which results in qemu-system not being installed. This results in the qemu emulator binaries to not be installed.

qemu is just a dummy package as of disco; the nova-compute-qemu package needs to directly depend on the newer qemu-system-* packages.

This is not fixed in Stein, I'm not sure how or why this got marked as Fix Committed for Stein. Apologies. It is fixed for Train though.

This bug is included in the latest nova disco upload but does not include an SRU template. Normally I'd block on this, but since this is a dependency change - and the change is part of a new upstream release - I'll let it in as is. But please verify that the proper qemu packages are installed before marking this verification-done.

Accepted nova into disco-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/nova/2:19.0.3-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

This fix has been verified successfully on disco-proposed and stein-proposed. Additionally, regression testing was successful (see LP: #1849192).
